Hampshire County Council Conservatives have postponed the decision to introduce further means testing on disabled & vulnerable clients until after the May local elections. Clients who manage their own care presently are receiving the Direct Payments Option A scheme. A proposal to include this scheme for means testing. was to be made by the Conservative Executive Member for Adult Social Care Cllr. Mrs Patricia Banks on April 28th 2006.
Cllr. Alan Dowden, the Liberal Democrat Spokesperson for Adult Social Care said: "The Liberal Democrats oppose the proposal to introduce further means testing. The Tories are running away from hitting the most vulnerable until after the local elections on May 4th. They know any decision to further means test will be very unpopular. With their administration wasting money on Public Relations and Glossy magazines, and also proposing to spend millions on refurbishing their County headquarters, how can they claim that conservatives are compassionate.'
